Bio and Contact Information

 

Melissa Layman is the Deputy Director of Research Development Services.  She manages the department, and coordinates all operational activity.  She works closely with the Sr. Associate VP for Sponsored Research on the strategic management of sponsored awards at GUMC.  In her capacity, she is a subject matter expert on research administration, changes to federal policies and proposal development.  Prior to this position, Melissa directed the Lombardi Grants Office where she managed the proposal development team for the Lombardi Cancer Center.  Melissa is a graduate of Goucher College, where she received her Bachelor of Arts in Economics, and Johns Hopkins University, where she received a Master of Business Administration.  She also holds the following certificates from the Research Administrators Certification Council: Certified Research Administrator, Certified Pre-Award Research Administrator, and Certified Financial Research Administrator.

Ryan Dempsey is the Contracts, Communications, and Training officer in the office of Research Development Services. Ryan assists all PIs with any administrative needs in applying for medical research-related contracts to ensure they are submitting compliant proposals based on sponsor requirements. In addition, Ryan is responsible for collaborating with team members to organize, build, and execute necessary trainings. Prior to this position, Ryan was Director of Data and Analysis at FedBid, Inc., where he collaborated with company leaders to build metrics and reporting necessary to analyze company performance. Ryan is a graduate of George Mason University, where he received his Bachelor of Science degree in Marketing.

Jessica Atlass Roscoe is the Proposal Development Manager for the Clinical and Population Sciences Team of Research Development Services (RDS). She manages the Clinical Team staff (Proposal Specialists Brian Fleury and Rory Bennett, and Subaward Administrator Maria Manalac) and ensures that proposals and subawards are processed smoothly. She works closely with all RDS team members, as well as the Office of Sponsored Research (OSR) and clinical department Financial Analysts across the Medical Center. In this capacity, she strives to support Medical Center faculty, postdoctoral fellows, and students and streamline the proposal to award process as much as possible. Prior to this position, Jessica has worked at the Lombardi Comprehensive Cancer Center and The George Washington University in department-level pre-award proposal specialist positions, and Johns Hopkins University and Cedars-Sinai Medical Center in their respective central research administration offices. Jessica has over 10 years of research administration experience and is both a Certified Research Administrator and Certified Pre-Award Administrator. She is a graduate of Smith College, where she received her Bachelor of Arts degree in religion and international relations.

Rory Bennett is a Proposal Specialist for the Clinical Team of Research Development Services. He works closely with GUMC PIs throughout the proposal development process to ensure compliant, timely, and effective submission of sponsored research applications. In every way possible, Rory strives to maximize the funding potential of GUMC by relieving faculty of the administrative burden associated with proposal development and submission. Prior to this position, Rory gained valuable experience in government contracts as a Market Specialist at FedBid, Inc., as well as experience in client relations as lead Sales Associate at Orangetheory Fitness. Rory graduated from the University of Mary Washington in 2013, where he received his Bachelor of Arts degree in geography.

Brian Fleury is a Proposal Specialist for the Clinical Team of Research Development Services. He provides pre-award support to GUMC faculty, postdoctoral fellows, and graduate students in all aspects of proposal development. In his role, Brian hopes to maximize the funding potential of GUMC by relieving faculty of the administrative burden associated with proposal development and submission. Prior to this position, he obtained valuable experience working with sub-contracts as a Sub-Award Administrator for RDS. Brian graduated from the University of Mary Washington in 2014 with a Bachelor of Science degree in Business Administration.

Maria Manalac is the sub-award administrator for the Clinical Team of Research Development Services.  She ensures all sub-award documentation and information are properly collected from the departments and sub-sites, and works closely with the Office of Sponsored Research to facilitate sub-award creation, delivery, and receipt. In her capacity, she hopes to make the sub-award process more robust by serving as an effective liaison for the various departments in her team. Prior to this position, Maria worked with the Philanthropic Partnerships department at the Pew Charitable Trusts, administering foundation grants and high net worth individual gifts in support of Pew’s projects. Maria is a graduate of Loyola University Maryland, where she received her Bachelor of Arts degree in global studies.

Richard Cecil is the Proposal Development Manager of the Basic Sciences Team in Research Development Services. Together with other members of the Basic Sciences Team, he works with faculty on all aspects of pre-award administration, from finding funding opportunities to re-writing outdated Facilities & Resources descriptions. Richard’s research admin career began accidentally, when he fell into a temporary clinical trials finance assistant job at UCSF’s cancer center in 1998. Since that time, he has led a peripatetic work life, moving between pre- and post-award positions from the West Coast (UCSF) to the East Coast (Georgetown), back to the West Coast (OHSU) and finally—once again—back East to Georgetown.

Meaghan Lancaster is the proposal specialist for the Basic Sciences Team in the Office of Research Development Services (RDS). She works closely with faculty, postdoctoral fellows and graduate students to provide support for all aspects of proposal development, application, submission, and award setup, and assists with identification of new federal and non-federal funding opportunities. Before joining RDS, Ms. Lancaster was a program coordinator for the Emergency Medical Services for Children National Resource Center, where she took on a leadership role in coordinating a major quality improvement collaborative project to improve pediatric medical emergency care. Prior to that, she was a clinical research coordinator for the SCORE Concussion Clinic at Children’s National Health System, where she assisted in the development, implementation and evaluation of a model concussion care and training program for the District of Columbia. Ms. Lancaster holds a Bachelor of Science degree in Community Health from the University of Maryland School of Public Health.

Terry-ann Clarke-Nolan is the sub-award administrator for Research Development Services, Basic Science team. As sub-award administrator, Terry's focus is to support the creation of outgoing sub-awards assuring timely and accurate processing. Essential to her role is ensuring that federal grants and cooperative agreements are compliant with governmental standards and policies as well as working collaboratively with investigators, departments, sub-recipients and the Office of Sponsored Research. Terry has been with Georgetown for over 10 years and has worked in various roles, creating relationships with many team leaders. She’s a graduate of Georgetown University Project Management Certificate program and undergraduate Bachelor of Science degree in Finance from Bowie State University.
